OVERVIEW

In addition to the many scientific challenges in the AIDS vaccine effort, there are many additional challenges which have less to do with research in scientific labs. They concern problems of policy and economics, and they require the urgent attention of policy makers, the research community and the public around the world. By public policy, we mean laws, policies and funding decisions enacted by governments, as well as the operating policies and procedures of governments and other international and national organizations.

Some of the most crucial policy issues include:
  • increasing public sector funding for AIDS vaccine research,
  • protecting the rights of clinical trial participants,
  • providing incentives for private sector research,
  • boosting the capacity of regulatory agencies to consider whether to approve clinical trials and license products, and
  • establishing the purchasing capacity and health care infrastructure necessary to enable rapid international distribution of an AIDS vaccine when one becomes available.
Affecting public policy decisions is one of the most important areas for public and community involvement in AIDS vaccine research.
